A couple of mid-ranking diplomats going, "Gee, you know that on this map, Kuwait really *does* look like it should be a province of Iraq", should shut them up, at least as long as Hussein is in power.

Before attacking Iraq (and Sa'udi Arabia's downfall must follow, if it does not precede, Iraq's), we may wish to formalize a Triple Alliance of the U.S., India, and Russia (with Israel and Turkey as junior partners). Then, we can inquire of the al-Sabah clan if they wish to remain as nominal rulers of the country with an Alliance resident in Kuwait City, or if they wish Kuwait to be added to the Alliance Petroleum Revenue Zone.
