The Freeper who posted that was ex-military who was on the DMZ a couple of years ago and reads both Japanese and Korean.
I rate the link there as a very high reliability one. The issue is whether the translated document is legitimate. I think it is as I have seen everything claimed to be in it from other sources over the last few years.
