IMO, this demonstrates that the report is badly written.
Theres so fundamental difference between schemes where private industry is competing to offer services, vs. government agency simply subcontracting some of the development and operations on cost-plus basis.
Which model exactly is the report suggesting ? I have seen both interpretations this far, which means that the report doesnt clearly underline and highlight this crucial difference.

as evidence,
right now on spacetoday:

New York Times -
"NASA Is Urged to Add Tasks for Industry"
which translates to "bigger slice of NASA budget must flow to Thiokol, Boeing and LockMart"

Newsday -
"NASA needs help: Private companies must play the 'primary role' in providing services, easing the burden on taxpayers"
Which needs no translation.
