Breakthrough

NASA can now authorize up to ten million dollars for a prize without consulting Congress. The previous limit was a quarter of a million.

Bill, do you have some reason to think that this would not have happened under Sean O'Keefe, or some other unnamed administrator? The program did, after all, start on his watch.

This must remain a hypothetical argument. However, last year NASA funding was a cliffhanger requiring a Presidential veto threat. This year, there is talk of giving NASA even more money.

One difference? Perhaps Mike Griffin does a better job than Sean O'Keefe of playing to the Congress-critter audience.
