The MXER tether idea will lower lunar tourism costs substantially.

Gosh, a MXER could toss a Soyuz on a lunar fly-by with no trouble at all meaning a Space Adventures Apollo 8 style mission might fall below $30 million to send a pilot and 2 tourists just as soon as a MXER is deployed.

LEO to EML-1? Cargo drops on the lunar surface? MXER is one terrific answer.
