Actually, when I saw the picture here, I thought that she was lifting up a copy of the immigration bill itself.

Anyway, I guess it's just the continuing fraudulent strategy of (as Mickey Kaus puts it) "fooling the yahoos."

And even for those letters in the photo of the stack being carried, I don't know how these are being represented as having come in, but one thing you can tell by looking is that those sheets have never been folded up to go inside envelopes.
