A judiciously inserted hyphen or comma might make Mr. Puckett's sentence more intelligible. I might however be expecting too much.

Rand, if there was wheat it would have been brought by the Tocharians when they migrated to the area. It wouldn't have been trade as we think of it, the tocharians were right on the boundary, settled in the Tarim Basin.

Some of them were later kicked out, but then went on to form the Kushan Empire, which was one of the main historical means that Buddhism was transmitted to China.
