It's remarkable to me that no matter how much of this kind of thing we hear from the left, they always accuse the right of being jack booted thugs.
Could it be that they see themselves in the supposed ideas and yet to be taken actions of others?

David Suzuki is a nutbar. One would think from his speechifying that he is some sort of climate scientist, or ecologist, or something like that. However, he's a geneticist (nicknamed Dr. Fruitfly up in Canada).
This call for totalitarianism is not a bug as far as the whole Kyoto/sky-is-falling crowd goes. It was the goal all along.
This is just another in a long line of would-be totalitarians who believe communism was never tried because "the right people weren't in charge" - meaning people like them, of course. It brings to mind George Will's comment that he'd rather be governed by names chosen at random from the Boston phone book than the faculty of Harvard (or something to that effect).
Elitists and other self-proclaimed "experts" (ex-spurt - an "ex" is a has been and a spurt is a drip under pressure) think they know what's best for everyone. They believe they can dictate how best to run not only entire economies but everyone's lives. They should be stoned with real rocks.
To think that totalitarian governments have a good track record with running a clean environment is to completely ignore the terrible history of what happened in the former Soviet Union, the Warsaw Pact, and China. They all had/have terrible track records under totalitarian governments.
