Makes Sense

Captain Spaulding has an explanation for the extreme gender gap in enjoyment of the Three Stooges.

The Stooges' shorts either have no storyline (besides the boys being plumbers or whatever) or a marginal one. And they will interrupt said storyline for comic business...Men are perhaps more tolerant of comedy without story than women. Just a hypothesis.

Description

This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). Statement of Work to Provide Headhunter Services Background/Objective: NASA-Ames has an urgent requirement to increase its diversity of its employee population. General recruitment services are requested with a preferred focus on the following groups: African-American, Native American, and Hispanic American. Recruitment will be performed in targeted fields of Professional, Administrative and Technical. The Government does not have available an estimate for the number of placements to be required for each performance period.

Requirements will be base upon vacancies as they are identified and announced on the NASA-ARC website: http://hr.arc.nasa.gov/vacancies Equal Opportunity Programs Office (EOPO) Mission Statement The mission of EOPO is to promote and advocate equal opportunities for underrepresented groups at Ames Research Center. We will accomplish this through recruitment, career advancement, and complaint resolution. Our purpose is to develop and maintain a diverse workforce.

Scope of Work: The contractor will provide support to NASA-Ames to recruit African-American, Native American, and Hispanic Americans personnel for full-time civilian employment. The job/vacancy announcements to be filled will focus on the areas of Professional, Administrative and Technical. The Headhunter services will be used for all job/vacancy announcements at Ames Research Center for Civil Servants, Senior Executive Service (SES), NASA Excepted (NEX) and Intergovernmental Personnel Act (IPA). EOPO will identify and provide to the contractor a copy of the job/vacancy announcement. The job/vacancy announcement will include the name, organization, telephone number, and email address of the hiring manager. The contractor shall contact the hiring manager to discuss the requirements of the position and obtain a clear understanding of the capabilities, knowledge and skills required to fill the open position. The contractor shall contact the hiring manager following selection for a debriefing on why referred candidates were selected or not for a specific position. Deliverables: The contractor will provide a list of qualified candidates for the designated job/vacancy announcements. The list is to be delivered to the Equal Opportunity Programs Officer, no later than 5 days after closing of job/vacancy announcement.

Place of Performance: Contractor's office and on-site visits to NASA-Ames Research Center on occasional basis as deemed appropriate by the contractor. Period of Performance: 01 Base Period Date of award through 9/30/04 1 Job NTE $45,000.00 02 Option Period 10/1/04 - 9/30/05 1 Job NTE $45,000.00 The provisions and clauses in the RFQ are those in effect through FAC 01-10. This procurement is a total small business set-aside.

The NAICS Code and the small business size standard for this procurement are 541612 and 6.0, respectively. The quoter shall state in their quotation their size status for this procurement. All qualified responsible business sources may submit a quotation that shall be considered by the agency. Delivery to NASA-Ames Research Center, Equal Opportunity Office, Mail Stop 19-5, Moffett Field, CA 94035-1000 in accordance with Statement of Work. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9. Quotations for the items(s) described above are due by 1:00PM on January 16, 2003, and may be mailed or faxed to NASA-Ames Research Center, Acquisition Division, Attn: Alma Garcia, M/S 241-1, Moffett Field, CA 94035-1000 or faxed to (650) 604-3020 and include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Quoters are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: http://procure.arc.nasa.gov/Acq/Forms/Index.html to submit a quotation. Questions regarding this acquisition must be submitted in writing (email preferred) to Alma.Garcia-1@nasa.gov no later than January 13, 2003, 1:00p.m. (PST). Award will be based upon overall best value for the following evaluation criteria: Technical approach, past performances and cost or price.

All responses must include the following to be considered for award. 1. The completed SF 1449 Solicitation/Contract/Order for Commercial Items and the completed Representations and Certifications. 2. Technical approach - Explain your approach to meeting the requirements of the Statement of Work. - Explain a successful event where a referred diverse candidate was selected for the position. What was your process for matching the candidate to the position in focused diversity recruitment? - Explain your turnaround time in identifying applicants to fill an identified position on a short suspense basis or normal basis. - Explain your process for screening potential applicants and identifying the most qualified. - Explain how many positions have you filled in target areas of Science, Math, Engineering, and Computers? - Do you maintain a separate process for diverse recruitment programs requirement or is your process all-inclusive. Explain your process. - Explain your process in notifying the African-American, Native American, and Latin American communities about potential job openings in technical areas. - Explain your day-to-day approach/communication with your customer, in this case the Equal Opportunity Office. 3.

Past Performance References: - Provide a list of three (3) prior customers (1 Federal Government and 2 Private sectors) and a brief description of work provided that is relevant to the services required. Include customer's name and telephone number. 4. Cost or Price - Contractors Terms and Conditions: - Provide Placement Fee and an explanation for how the placement fee will be applied. - Provide your Policy for replacement of employees leaving or terminated. Representation and Certifications FAR Part 52.212-3 Quoters shall provide the information required by FAR 52.212-1. If the end product(s) quoted is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the quoter shall so state and shall list the country of origin.

Selection and award will be in accordance with FAR 52.212-2, with the following evaluation factors: a) Technical approach: The Government will evaluate the offeror's responses to determine if the offeror meets the Government's requirement; and b) delivery must be within 5 days after receipt of order; 2) Past performance: The Government will evaluate the list of three (3) prior customers and the brief description of work provided that is relevant to the services required; and 3) Cost or price: The Government will evaluate the offeror's terms and conditions to determine price reasonableness. Unless otherwise stated in the solicitation, for selection purposes, Technical and Past Performance, when combined is approximately equal to cost or price.
