At first, it would seem to explain much about Congress, but thinking about it a little more, where would they find brains? Delicious...brains?

You're confusing 'Dawn of the Dead' zombies with voodoo zombies.

DOTD zombies are autonomous with rudimentary intelligence. Voodoo zombies are remotely controlled by their handlers - something like drones used by EOD to detonate bombs, or an r/c car.

Finally I can put years of Creature Feature movie watching to good work.
