I don't know about the tactic being effective, but it is at best an extremely embarrassing moment for Bush. Continually bringing it up does have a rational payoff for the Democrats. If they actually had some sort of long term strategy that could benefit from the pressure on Bush, then this could be one of many exploitable chinks in the Bush administration's armor.
