In Hawaii, where ethnic humor is alive and well, "Portagee" jokes work about like "Polack" jokes elsewhere. I wonder why?

Just about every culture in the world makes fun of some nationality. I understand there used to be a vogue for Newfoundlander jokes in Canada, and that Japanese jokes are much funnier when told in an Osaka accent.
