What Happened To COTS Watch?

I had a DNS server backfire just as I was getting on a series of screwed up Frontier flights to SFO. It was fixed as of Thursday night.
Why do airports even bother with hotspots if they're only going to work a third of the time and even then the throughput is little better than dialup.
3G please! Faster....
