Remember, he wasn’t even allowed to work for the State Department by the White House. She basically ignored them. Anyone not named “Clinton” (or, rather, not a high-level Democrat) would have been indicted over all this long ago.
To me, the key question here is “how”. How, exactly, was Bluementhal getting this info? Blumenthal had no security clearance during Clinton’s tenure as sec-state. Therefor, either Blumenthal was getting his info from a private globe-spanning spy network (troubling if so, but not illegal) or he got some of it from US government sources, and the only word for that is espionage.
It’s also worth bearing in mind, when it comes to anything in Clinton’s e-mails, that we’re only seeing what Hillery Clinton’s lawyers thought it was okay to be seen. We have utterly no clue as to what they deleted when they sorted through it.
That’s OK, the FBI does.

Blumenthal shared an email from Northern Ireland’s Sec. of State Shaun Woodward. Clinton was set to meet with UK Shadow Foreign Minister William Hague. “This makes your meeting with Hague unexpectedly pressing,” Blumenthal wrote of Woodward’s email.
A UK politician sends Blumenthal an email, and Blumenthal forwards it to Clinton. Years later, when State is reviewing all of Clinton’s emails for public release, someone decides that the information in the email should be classified.
Because it was classified. At birth.

When was this information “born”? When Woodward sent it to Blumenthal? When Blumenthal sent it to Clinton?
When Blumenthal forwarded it to Clinton with a discussion of the meeting with Hague.
Jim, your explanation only applies to some of the Blumenthal mails at most. One not mentioned, regarding Sudan, sent June 8th, 20011, looks like it could have only come from NSA or NRO (most likely the latter) SIGINT.
If Blumenthal did indeed have in his possession SIGINT, there’s no explanation that does not include espionage. The same is true if any of his info came from US classified sources of any kind.
Don’t forget the emails where Sidney was plotting with Hillary on making $$$ from the illegal war of choice that lead to Gaddafi getting anally raped on international tv and ISIS getting another safe haven.
