The SCOTUS ruling definitely helps in the short run, because these people can now be fired regardless of what the AFGE wants to believe. Not that it is hard to see here, but apparently the UK has the same bureaucratic rot which destroyed their Conservative Party. In the long term, I suspect the next Democrat President will set everything back and then pass legislation easily to protect those put in place.

In part yes. The federal government is massive and there is a lot of freedom for federal workers to do whatever they want, often through gamesmanship of the rules. But the deep state isn’t just random people acting out.
The size of the workforce also allows groups of people to engage in more organized shenanigans. A lot of those shenanigans probably aren’t even related to politics.
