The term means idiots like me and my breatheren will be unlikely to break it before it is used for it’s intended purpose. No more.
Actually, a lot of Mil Specs have gone away in the last 25-30 years. Either replaced by similar ASTM, SAE, etc. specs or being adopted by these civilian standards groups. That way the government doesn’t have to pay to maintain them but it also puts decades of data and experience into the public domain.
This allows, say China, to send a sample to a testing lab and know just how it compares to whatever the U.S is using. Not that Mil Specs are secret, you can download them straight from the government for free, unlike ASTM.
