This would be a useful bit of legislation. It would basically gut ObamaCare, but the Democrats might feels forced to go along. But we also need a fix to the tax code to fix the portability issue, and decouple health insurance from employment.

It is really sad that we have to have a charter to limit the destruction that congress critters would do.
It was argued that having a bill of rights would limit the rights we have which were innumerable before we numbered them. In theory they are still, but that is what should have been written as our bill of rights, perhaps listing examples but making it clear those examples were not the end of the story.
I think it would be possible to limit government without numbering our rights. Government certainly has no problem giving themselves unlimited rights when the whole point of the constitution was to limit them.
