Oh yeah, Raul was notoriously even more (pragmatically, of course) cruel to enemies of the revolution than his brother was.
As I recall, in LIBERAL FASCISM Jonah Goldberg dissects the “liberal” misuse of the word “pragmatist.” It’s almost always a code word for “statist.”
