  1. From the article, “Recommendations to the President / 3. Replace the Outer Space Treaty”: The President should execute the exit clause found in Article 17 of the Outer Space Treaty, giving a year’s notice to the United Nations that the US will withdraw from the Treaty.

    Is the president able to do so unilaterally, or since the treaty was ratified by Congress (via unanimous consent of the Senate on 1967-04-25), would congressional action be required to abrogate the treaty? (FWIW, the exit clause — Article 16, not 17 — reads: “Any State Party to the Treaty may give notice of its withdrawal from the Treaty one year after its entry into force by written notification to the Depositary Governments. Such withdrawal shall take effect one year from the date of receipt of this notification.”)

  2. I would go further and take away NASA’s portfolio and give it to the Space Corps too. I.e., the remit to explore like Captain Lewis and 2nd Lieutenant Clark with an eye toward actual settlement.
