They need that much money in order to study the synergy of the all-of-government approach to coordinating interdepartmental strategic priorities, of course!
The article says the figure for the NSC would be ~$2 Million (not $2 Billion).
A Dad joke told when growing up is that a man attends a public astronomy lecture where the speaker gave a time when the Sun will turn into a red giant and scorch the Earth. Approaching the lecturn when the talk was over, the man asked the speaker, “Did you say life on Earth will end in 5 million years?” to which the speaker replied, “The best estimate from science is 5 billion years.”
