I remember the 1995-96 shutdown, which came at a bad time for me and my company at the time. However, it was all worth it for the laugh I got from announcer Johnny Donovan, who opened and provided bumper comments between segments of Rush Limbaugh’s radio program. I was listening to the radio on my way to work after lunch, and Rush was just returning after a commercial break. Donovan’s segue was simply: “If they’re non-essential, why are they there in the first place?”
