  1. The Nork gov’t. is indifferent to the starvation of its subjects. It is not, however, indifferent to the opinions of its Chinese patron. I see Chinese arm-twisting at work here. The Chinese motivation is probably dismay at a recent surge in the number of Nork refugees crossing into its border provinces.

  2. It’s also not indifferent to the Army starving. When the Nork gov’t screws up badly enough that the Army starts to starve, then the Nork gov’t starts to get scared.

  3. It’s reminiscent of Lenin’s “New Economic Policy,” which basically relaxed the iron fist of Soviet rule in order to save Russia from complete disaster.

    The history is there, folks. It’s the same every time. Those who punch the same numbers and operations into a calculator wondering if the results will be different, should pay attention. It always comes out the same way.

  4. Isn’t that what Gorby tried to do? He thought that by relaxing the oppression a bit, things would be more efficient. In doing so, he kind of missed the point. Yes, the oppression of the system made it inefficient. Unfortunately for him though, it also made it possible. Thus he helped end the Cold War ny mistake.
