I’m not sure that Government will actually become smaller. Smaller in some ways perhaps, but more pervasive in others. The warrantless wiretaps and information requests that Google currently discloses are suggestive of the ways in which Government will expand during the next century. Security could become pervasive at the same time it becomes invisible.
