Nobody needs to corner the market. You’re right, it is too vague.
The petition should be for the government to set a price for LOX in LEO, budgeting an annual amount. They should buy and sell from anybody providing the depot facility.
Also, where’s your permanent link (perhaps under the amazon link) for your new book so I can plug it?
