  1. There are some questions about the timeline of events. The IG report says that the IRS targeting of conservative groups started in early 2010 and continued on for 18 months. While the release of the report was in late 2013, the report was finished and withheld for a year. This means that collusion between congressional Democrats and the IRS took place after all of this behavior supposedly stopped.

  2. It’s also possible that neither party colluded directly with each other, but rather a common third party. In which case, Lerner still comes out looking very dirty, but not Cummins who might be telling the truth right now. In that case, we need to determine who the third party is. Since this appears to be election-based shenanigans, I would suggest as a possibility the involvement of the Obama 2012 reelection organization, particularly, David Axelrod, who would have had access to both parties above leading up to the November election in 2012 (and who is now conveniently retired with a cushy job at the University of Chicago).

    Issa’s accusations may end up backfiring to some degree, if Cummins ends up with a legitimate reason for having the same playbook as the IRS does.
