    The subtle difference is that, in this case, Hillary is actually advocating for EARLY voting, in which the ballot is actually cast at the time it is filled out before the election. This is different from absentee voting, in which a ballot is not cast until election day, even though it is filled in ahead of time.

    For early voting, one must be eligible when the ballot is cast. 17 and 11/12 year-olds would be ineligible to cast a vote in this manner until they actually turned 18, whereas absentee voting allows them to cast a ballot as long as their 18th birthday is on or before election day. With early voting, anyone who passes away or moves out of the jurisdiction before election day would still have their vote counted, whereas absentee laws in most states remove the ballots of anyone who passes away before election day or who moves between when they cast their ballot and election day. If you wanted a sure-fire way to let people vote more than once in an election, early voting would be the way to do it; just vote once per day in every state that doesn’t participate in cross-state matching programs (there are two different programs, and some states participate in neither).

      Besides… these reforms aren’t permanent. Elections are such a waste of time and money. We’ll just have the machines vote for the people.
