  1. It appears to me that we will not have commercial lunar water mining without exploration of lunar poles.
    Though there a number of pathways which could lead to such required exploration, the rational path would involve NASA exploring the Moon to find such minable water deposits.
    It’s rational in the sense of answering the question, what else is NASA this agency’s purpose be, other than doing such exploration?
    Though it’s non rational expectation in terms of the past pattern of what NASA has actually done and what government normally do- which can sum up as doing everything other that what it is suppose to do.
    Though one could also say that NASA actually did what it was created to do- be the first to land humans on the Moon.
    NASA was built on top of an existing agency [NACA] and
    brought into existence in order the beat the Soviets in a goal related to space exploration- which was land a crew on the Moon.
    One could also say that if the the Cold War had ended upon the completion of the Apollo program, that NASA *could have* been terminated as an agency, but of course the war continued.

    So rather that NASA exploring the Moon, one could create a new agency which had the purpose of exploring the Moon which will have the plan of terminating once it complete it’s mission.
    One could also regard it as being about obtaining information or
    a library. Or it explores the Moon to determine if and where there is minable lunar water, and continues as an agency which manages and archives information regarding space exploration.
    So it ends in terms of lunar exploration and continues as an agency that would manage information of future exploration.
    And so one have another agency that explores Mars and Lunar agency continues by managing the information related to Mars exploration [and becoming a library for all space explorations].

    So it seems Golden spike, was built upon a expectation that we would explore the Moon, and it seems to me the government should explore the Moon to determine if there minable lunar water, and then the government should explore Mars to determine how and if Mars can support human settlements.
    But first NASA needs to establish an operational depot in LEO.

      NASA might not want to give up that role. Also, a new agency might not want to die when their mission is completed but is it necessary it the agency disappears? Assuming resources are present that justify activity on the Moon, wouldn’t an agency like this have long term value?
