I’ve heard the same strategy used before. When Congress starts working on an unpopular bill, we hear stories about how there is a lack of consensus, this will never make it into law, not enough votes, too many serious problems, etc., etc.
Then one day I wake up and the damn thing is on the President’s desk awaiting signature.
