The government can care for the needy; it can field a military and do much else besides. But it can’t dream. It can’t let its imagination run wild and pursue an individual vision with a ruthless determination. It can’t conjure new and profitable industries out of nothing.

Again, contrast NASA with SpaceX.

    I don’t think I agree with these sentences even though I understand the point the author is trying to make. I can think of several examples of totalitarian governments that pursued an individual vision with ruthless determination. Examples like Mao, Stalin, Pol Pot and Hitler quickly come to mind. In all those cases, they pursued the leader’s individual vision with very ruthless determination. The result was many million deaths.
