Yes, but the more folks talk about developing the Moon, the more you will see countries like this sign the treaty. Australia’s signature has basically put that nation off limits to anyone with lunar development plans, while Kazakhstan’s adoption of it should make anyone planning on using Russian launchers flying out of Baikonur think twice about it.
Sign a treaty, hope to get free stuff. What’s not to love?
