Well there is a carbon-reducing scheme. It is a combination of the Bush-Cheney “oil-man” energy policies finally kicking in together with the new natural gas supplies with the Obama recession.
But but but… those carbon trading schemes were going to let politically connected people make billions of dollars in exchange for doing nothing of value!
If you actually look at the data, while there’s been a definite move from coal to gas, most of the reduction is a result of a decline in oil consumption, which has more to do with the decline in the economy.
