The way NASA is structured, it simply cannot do great things anymore. It doesn’t matter how smart its people are or if there is a commercial crew and Nautilus-X nibbling around the edges.
NASA is too big, too much of a temptation to porkbarrel. To make it truly effective it has to be gutted and pared down to less than a tenth of its current size and budget and forced into a strictly R&D role. Then Congress can spend all the pork it wants on a Space Guard.
They are doing great things! Like competing with industry in android competitions.
