Um, why did the rocket turn into an elephant?
I think they’re kind of hard on ULA. SOP for government contractors, and ULA has put a lot of flights into orbit successfully. Find someone cheaper that works (i.e., SpaceX), go with them for sure. But till now, launching was definitely a non-trivial enterprise, nothing like plane flights, and so the analogy doesn’t work that well.
