  1. You can set whatever conditions you want, but you know those people will find ways to wiggle out of most of it. The only way to permanently change secondary education is to stop subsidizing it, at any level of government (primary education too, for that matter).
    Coupled with this, remove any kind of degree requirement for government jobs or contracts, including the military, letting them replace credentials with testing, and hope the business world follows suit. In this environment, the only schools that will survive will be the ones that teach something useful and they will do it for a lot less money.
