Governor DeSantis seems to have a pretty good handle on ‘how’,
But public service workers unions are very good at getting their members out to vote (Democrat mostly) for elections. Any attempt to declare collective bargaining etc. illegal would be ruthlessly attacked in the media as well as “undemocratic” or such. Vouchers seem to be the only weapon that seems to work; moving the kids out of the public school system might pressure them to implement reforms (but I doubt it).
