And launching Ares 1X (to finish the thought) would also give them ammunition in any subsequent debate. If it performs well and has few problems, it can be resurrected as an option at some future date. If it fails or shows major problems, it becoms very hard to bring it back. In the latter case, it becomes easy to resist lobbying by parties with an interest in the technology.
