A chunk of Federalism is to minimize the “You can’t fight City Hall” aspect as much as possible. And I’d actually expect that aspect to be a top-level reason.
It’s still tough to fight at the state level, but it’s a lot cheaper and more approachable. And the trend continues if you push localism below the state level as well.
