Laws are for the little people. Loyal members and supporters (Corzine, Richardson, Lerner, et al) of the current administration are not considered to be “little people”.
Before Watergate, executive misconduct was investigated by Congress, because it has the power to impeach officials of the other two branches of government.
The rise of the “independent counsel” was the first indication that Congress had lost the grit to defend its enactments from executive violation.
