This looks like a pretty clear-cut claim of sovereignty to me, and thus in violation of the Outer Space Treaty. Protecting the Apollo sites is a problem, but I don’t think that this is the solution. Unless, of course, we want to withdraw, which I certainly wouldn’t complain about.

What Is The Destination For Space Development?
As Dennis Wingo (sort of) points out, that question is (as Pauli would have said) not even wrong. If we develop needed capabilities, the destinations will sort themselves out. And one of the capabilities that we don’t need is an overpriced, oversized low-flight-rate government-developed rocket.
