  1. It’s a nice thought. It would be really hard though, compared to the comparatively “easy” change of lowering taxes and spending.

    I can think of a couple “clean sweep” measures that would do us a world of good:

    1. Each Agency is required to submit to Congress for approval a concise book of regulations, no more than (e.g.,) 500 pages. This book will replace entirely the morass of rules currently in existence. The Agencies will have 18 months to submit the book and any Agency that fails to will simply be abolished.

    1.a Several Agencies get abolished anyway. The Dept. of Ed., NLRB the DEA would be at the top of my list.

    2. Going forward, Agencies cannot pass rules – full stop. They can only “administrate” the rules in existence (and subject to Judicial review, naturally). Any changes must be submitted to Congress and passed into law.

  2. Love it, Brock. I’d like an Amendment requiring all regulations which are binding on people not employed by the agency to be debated and passed according to the normal rules for a law. I would allow agencies to govern their own people.
