If COTS-2 fails, no lives will be lost…
This is exactly how lives are lost. It all depends on the failure. A stuck thruster causing a dragon to damage the I.S.S. certainly might cause the loss of life.
However, I don’t want to give anyone ideas. I wouldn’t want this possibility to freeze the program by some risk averse person.
