JP, that’s likely just testing if the HTTP Server (the raw web site) is responding, not if the services behind it are actually working.
Depending on how the check is done, a blank ‘500’ page would be ‘up’, as would the ‘fail whale’ (do they still have that? Or is that another site?)
Sounds like it was down to the point they didn’t even put up the fail whale. I think I might have caught it while it was up for a couple minutes.

There is a hacker group ‘Ugnazi’ claiming they took twitter down. They say the cyber attacks are still continuing.
