Here, Russian oil gets a sanctions pass despite only being 3% of our imports. Some of our allies do rely on Russian oil though, so sanctions would hurt them. No one is talking about who this favor is for. That makes me think it is because they are simply worried it will spillover into domestic gasoline prices.
